Nairobi Man Charged in Sh 12.5M Housing Project Bond Fraud

A Nairobi-based businessman has been charged with obtaining over Ksh 12.5 million through false pretences in a fraudulent deal involving a fake performance bond tied to a multi-billion shilling affordable housing project in Makuyu Constituency.

Jacob Okumu Anyumba appeared before Milimani Principal Magistrate Caroline Mugo and denied the charges against him.

Okumu, a trader at Risknet Insurance Agency Limited, is accused of defrauding Elvin Leware, acting on behalf of Dumpken Enterprises Limited, of Sh 12,573,000 on December 13, 2024.

The accused allegedly claimed he had the capacity to process a performance bond worth Sh 1.87 billion, which was required for the execution of a government-awarded construction tender.

The prosecution told the court that the accused knowingly made false representations, misleading the complainant into releasing the substantial sum under the belief that the bond would be processed to secure the project

In a second count, Anyumba faces charges of conspiracy to defraud contrary to Section 317 of the Penal Code. The court heard that between August 1, 2024 and January 17, 2025, he conspired with others not before court to deceive Dumpken Enterprises Limited using similar false claims regarding his capacity to facilitate the performance bond.

The accused was released on a bond of Sh 3 million or an alternative cashbail of Sh 1.5 million

The matter will be mentioned on 11th June pending pre trial.
